Globe: BRA isn't doing enough to pressure Harvard

    I also heard a report on WBUR this morning about the S. Boston waterfront and the endless BRA meetings that go nowhere. Kairos Shen was saying that they couldn't develop housing because the economy couldn't support housing so they developed more commercial space. That sounded very backwards to me.
