Sidewalks that don't get shoveled

Some people in our neighborhood do a nice job shoveling their sidewalks. Others don't. Boston's Storm Guide says "Sidewalks should be passable within three hours after a snowstorm." But what if they aren't? Do we want Boston to issue fines? What is the safety impact for people who are old, young, or disabled when they have to walk in the snow and ice on the sidewalk or dodge cars in the street?

    I hate how no one keeps the sidewalk to crosswalk edges clean, especially at major intersections like Harvard Ave at Comm Ave. Having to jump over or trudge through 3 inch deep snow/slush/water is rather annoying. I think I may just buy a shovel and go clear some of the out myself.
